I am a swimmer and a swimming fan. But I have nothing against tennis.

I had two kids swim competitively through high school. And high school swimming is a great school sport. Your child does not have to be Michael Phelps to be on the team (though they will have tryouts). Achievement is easily measured (stopwatch) so the benefit of training is objective.

All good swim programs will want to place your child with the appropriate group of kids. So I would expect that they will want to see your child swim at some point. The summer competition season is over, so lots of kids are taking a break before the fall season starts. So it is probably a great time to visit the teams and talk to the coaches.

Yes, I will take them for evaluation, and I'm sure they will be placed with the group that's appropriate for their skill level. I like for them to practice in an indoor pool at Nitro, but the drive of 20min (each way according to Google) everyday is somewhat challenging both for me and the kids because of limited time left for homework and other things. However if Nitro is the best fit for them, I'm willing to do that. I hope to hear more about your experience with Nitro, Twin creek Toros, and Cedar Park Swimming.
How about the traffic at practice time (probably 5-630), is 20min each way is accurate?

The year round team at Twin Creeks is coached by a really good coach. The pool is heated, my daughter never complained about the air temp last year. They wear the parka until the get in the water and it is heated so she never really felt the cold.
