I think this one is opening a can of worms but here goes anyway:

It looks as if they started to build a ramp from northbound Mopac to eastbound 290/71 but never connected the two. I think there's a corresponding pair on the south bound side of Mopac also. Why were they never finished? Do they plan to finish them?

Eventually, but it could be 30 years from now. TxDOT always builds the columns (like at 290/71/I35) and sometimes the ramps for future expansion even if there are no current plans to do so. This way the existing lanes will not be disrupted by future construction connecting to them.

Ah ok. Just seems odd is all, considering what a confusing thing it is to a newbie to connect from Mopac to 290/71.

With TXDOT having money problems, it could be longer before any project gets completed. Word is that they are broke and are considering holding off on any new projects after 2008.
