Estimating out for a $1,500 Mo. Apt. multiplied out x12 for a 12 Mo Lease = $18,000, now averaged out over 450 people = $8.1 Million. The city set a goal of 800 people for $20 million. 800 ppl averaged out over $1500 rents over a 1 yr lease = $14.4 Mil... looks like they will have some change left after all is said and done.

They don't help with the furnishing, some utility bills, or anything like that? Just paying out the rents?

Haven't read deep into it and not 100% sure how the program works but per the example my imagination stems to believe it is transitional based (transitional meaning bringing them from homelessness into the working class while and giving them enough support to house them while they get on their feet) given the example they used was an ex-drug addict who chose to go through rehabilitation to get his life back on track and the city assisting him in doing so ... Which is a good thing. The vibe that I received from it, was that it is a program meant to get people on their feet again.

There may be intentions on paying the utilities or other programs, but.. ..paying the rent generally would be a much greater concern for most than utility bills, so my imagination would be that if he now has an address and is able to work (he is rehabilitated) he should be able to handle the utility bills while remaining funds from the government can be used to house people in more critical places. I personally feel that would be fair, as more people would be able to be housed at one period of time.
