I wonder how the committee was chosen? It also includes

Kenneth Ender, President, Harper College
Annette Parker, President, South Central College
Luis Proenza, President, The University of Akron

Georgia Tech does have a Manufacturing Research Center. But I'm not sure how effective it's been. Atlanta is sort of mediocre in manufacturing.

GT also has a Microelectronics Research Center that the state set up many years ago but I don't think it has been successful in attracting a single microelectronics companies to relocate to Atlanta.
