It might make sense to incentivize technology and research closer to the two best schools in the state rather than hoping to get them to move out to Hicksville.

I was thinking the same thing. Why that route in particular? It's about 50 miles from Norcross to Athens. A very long corridor to fill with high speed internet and high tech companies. The BeltLine would have made more sense at half the distance with more and better schools in its vicinity and an easier sell to attract the techies.
