From time to time, I see an entire set of traffic lights being replaced with another one, and not just because of road widening. What's the justification for this? Is it because of aesthetics or signal timing? If it's signal timing, can't they just reprogram the lights?

like what cqholt said, LED for efficiency, and less often to go from the "hanging lights" to poles (much more aesthetically pleasing)

Now that we've solved that mystery, does anyone know why the gwinnett rescue trucks have an amber beacon on the roof that is on at all times even when they're not responding to an emergency?

I didn't mean the light bulbs. I meant the whole fixture--poles, wires, everything.

If they're changing to mast arms it's for aesthetics and lower maintenance.

If things are just being replaced it's because the old equipment has finished its useful life. Nothing lasts forever and they're obviously not going to wait until it catastrophically fails to replace it.

If only they would adopt that philosophy when it comes to pavement

I would like to see the city put the same type of effort in burying power lines. In fact, do the power lines first and just change the bulbs for now.

Why? What's the point?
Why are these the only rescue trucks on the planet that have them?

It makes one wonder, "should I pull over for this rescue truck?" Not everyone can see colors so they see a flashing light on a rescue truck and pull over. That's not ideal.
