I'm a foreigner living in Cebu, and I would say it is easier, in all respects, to live here rather than Manila. It's a much nicer, cleaner, cheaper, friendlier city than Manila and has virtually all amenities. My Filipino in-laws (who are not Cebuano) agree with that'
Although it has a population of only 250,000, I'd put in a vote for Bandae Seri Begawan, Brunei, if it qualifies as a major city..
Chiang Mai has been in a steady decline for 10 years+. I lived there for four, no regrets, but its municipal management is very poor. I think like NYC, problems in BKK reached critical mass years ago, and a lot of things have improved. We even have a local drop off for batteries and toxic waste...If they didnt have a good garbage plan in place in BKK, things would get unbearable quickly..CM not so much.
The question is livable. Hong Kong and Singapore are incredibly crowded. High cost of living. In Singapore a non citizen who is not eligible for reasonably priced public housing would have to buy on the private market and you're talking the million dollar plus range.

I guess it depends where you are living now. Both cities have a dense population but very efficient public transport. The cost of living is not much different to where I live and we have expensive real estate too.
People I know who have lived in both as expats seem to prefer Hong Kong because they say there is more to do and the climate is a bit more seasonal.
Jakarta & Ho Chi Minh City would probably be next.
English is lacking in Ho Chi Minh City. Also the traffic is very non-western (chaotic, no rules).
