Do you mean in the entire state of Arizona, or do you have an area/city in mind?

I don't know what you mean by a "senior community" but in senior communities with single family homes, including the large ones in the Phoenix area, I think they all do.

Many of them don't take dogs over 20lbs though, the two I mentioned above do for sure.
