Not sure if I'm posting this in the right spot...but I was wondering about copyright issues on the photos on city web pages. Am I allowed to use these in a powerpoint presentation or another forum, as long as I provide the source (which would be city-data.com I assume). Or would this be a copyright issue? My area of particular concern is:

The section you quoted, means you give City Data and anyone else in here the right to use whatever photo you post the right to use the photo and City Data can use it anywhere at their sole discretion meaning you have no say anymore as to when where or how.
"Nonexclusive right" also means, that if it's your photo, you can still use it anywhere you wish. If it's not yours, you're to observe the rights of each photo copyright holder.
