No way. Not even close.
Also keep in mind that English proficiency is a Federal standard since the 1960s, that has been handed down to the states as a bigger package of educational reforms, with several revisions under multiple administrations along the way (ESEA > NCLB > ESSA). It's very easy for kids to be tagged as "English learners" because it's all based on the mandated home language survey every parent has to fill out. And the HLS is a trap for a lot of families because it's designed to cast a large net, in order to meet that Federal compliance, and keep districts out of hot water/lawsuits.


Lot's of kids I work with are labeled ELs (English learners), but who speak perfect English. The ones on the other end of that, those who are truly not proficient, aren't getting hand over fist ESL or ELD resources dumped onto them. Not all of those kids are "migrants" either and not all are coming from households indicating Spanish on those HLSs in the first place. In my groups, there's lot's of Russian/Ukraine and Pashto at the moment. The services being provided for these kids aren't sucking funds from things like GATE. That's simply untrue.

The cost of meeting compliance can vary wildly district to district though. Salinas CA is going to have more ESL students than Laguna Beach.

What certainly does happen is significant resources are moved from things link Honors classes, after school activities, gifted programs etc to accommodate all the ESL students.

How so?
What do you imagine ELD looks like for any given student? Can you describe what accommodations you think are being made and how they divert resources? I'm genuinely asking because as I said, I literally work with these kids and they're the ones who fall very easily through the cracks (i.e. when the services they're supposed to get don't come, nobody really says anything) not the other way around.

Really kind of silly - the case being used is from the Menlo-Atherton school system. For those that don't know, Atherton is the most expensive area of the country currently and Menlo Park is not far behind. From wikipedia.com

Most Atherton students probably already are in private schools. This will push even more into that system.
