This is another money scam it's supposed to be for adapting prisoners back into society but since Dubuque figured out they can get paid by the government for treatment classes they put every cooperative addict in here.They hurrass these tenants while in the facility so they'll wanna be working 2 jobs then the facility takes all their money.They should shut it down the people who run it have been under investigation for embezzlement because money is unaccounted for.
