School districts are creations by permission of the State via certain laws over the years. Initially every existing school was created by the state as a district. then smaller districts were allowed to unify or centralize. Towns do not create school districts, in fact they are competitors in many instances for grants and other funding, often state funding.
Very fast and dirty research shows me that as recently as 1923 this district was known as School District No. 6 of the Town of Greenburgh. But it and others were unified into the current district sometime after this. the districts seeking unification would have done this, not the town. The town and district have very little to do with each other, and then only operationally, such as the state law requiring towns (or other municipalities) to collect taxes for all the various districts in their borders and distribute them. So towns like Cortlandt with 5 districts within its borders collect and distribute taxes to each. Some towns only have one. But towns do not create school districts. It was created by the merger of more than one existing district, which were initially created by the state. Very interesting history of schools in NY. Here is a decent primer:
