Having moved here from the Detroit area, I'd never encountered a locked public bathroom before. Here in greater Portlandia, it seems to be the norm as opposed to the exception. Even the Habitat ReStore has locked bathrooms. What is the issue? Anyone can ask for the key.

Druggies shooting up in them. Homeless bathing in them. Many require that you make a purchase to get the key, not just ask.

Common throughout Portland and southern Vancouver but the practice dies off north of Mill Plain or so.

Its just a way for businesses to monitor who uses their restrooms and to create some accountability for customers. I do agree that it is generally more common to see it happen downtown.
