Buggy is missing the point here. If someone has a 2 million dollar apartment in a building, they are nit parking their car outside. Mostly peasants living in the city park outside.

Those odd overnight 'moon and stars' type Alternate Side Parking & No Standing signs are usually in more industrial areas of the city, but some are on also regular commercial and even some residential streets. Great way to generate revenue which is all that ASP is really about.
