Don't judge by the size of the bridge. (They say, size doesn't matter... *snicker*)
Don't judge by the proximity of the bridge to the skyline.
I'm wondering what cities have a single bridge that looks most breathtaking. Sometimes the city may have next to no skyline, yet the bridge soaring over the skyline may compliment the city better than a bridge rolling into a cluster of skyscrapers. Then again, maybe the bridge looks perfect against a backdrop of giants. Maybe the bridge isn't very popular, but the architecture is so beautiful that it wins. Or maybe, the architecture isn't much to awe at, but the lighting of the structure makes it moving from vantage points in the city. Think outside the box and avoid quickly jumping to the cookie cutter answers of NYC and San Fran. Consider the rest for reasons not so obvious... (or is it just an easy hands down to NYC or SF? Let's see what the people of the polls say)

Not judging by popularity, but simply put it doesn't get any better than the Golden Gate Bridge. Nothing else competes with it's colors, setting, engineering achievements, size and scale, and aesthetics. It's the champion of bridges. It's also very well kept. Many of the bridges listed have been neglected like so much other infrastructure around the US.
Don't mean to defy the OP, but worth mentioning best bridge city in terms of plural, definitely Pittsburgh. My favorite bridge crossing is the Pell Bridge in Newport, RI. It's a stellar view of the bay, harbor, and islands.

On special occassions here in NYC they light up both towers of the George Washington Bridge at night, from river surface to top, in addition to the lights on the suspsension cables, which are always lit. When they do it is sublimely otherworldly and beautiful, the whole bridge shining in light against the darkness of the river and the Palisades. It's goregous beyond belief.
