Yes, it's odd. It was recently reported that Pence "suspended" his presidential campaign.
But in fact he ended it. Does saying "suspend" perhaps have some implications
for campaign finance reporting?
The word is intentionally vague. Strange as it may seem, sometimes people just do not know what will happen in the future. If that bothers someone, it is a personal problem.
NASA suspended manned moon exploration after the Apollo missions. No one knew when or even if the exploration would resume. The basic knowledge and infrastructure remained, but activity in that direction stopped until there was more interest. If we had gone to a major war and lost, the Apollo missions would have been the end.
A suspense novel is one where the reader goes on for a long time not knowing the outcome.
Suspend implies that there is the intention to return to something in the future, unless conditions change substantially.
