Depends on what you call frequent; there are about 20 trains per day (one way). That plan for a high speed line has been around for many years now. I doubt it will come to fruition any time soon.

As for now, ironically, the fastest way to do the Nice-Paris trip other than by plane is to take the car to Aix-en-Provence, then hop on the bullet train. That's a 5-hour trip if there are no jams.
