Might a person ask why?

Either place will be an enormous change from Sacramento. It would help to know a bit more about your circumstances.

The only city in WA I can imagine being similar to Sac metro is Yakima, maybe Wenatchee.

Long Beach and Ocean Park are like comparing to Fort Bragg and Mendocino, and even that comparison is generous (with Fort Bragg and Mendo being "better"). Weather will be harsher in WA.

Long Beach is quite SLEEPY midweek (Weekend retreat for SW WA and Portland folks) I have 3 retired friends that live there, but often only PT

Ocean Shores is a less touristy location, but in the POOR economy / low employment zone of Aberdeen region. Not very popular / desired spot in WA, but... I have 2 retired friends FT in Ocean Shores, (Ironically they are from Santa Cruz area and have endured We_tern WA for 20 yrs) They are every engaged in community service projects (Daily work at volunteer gigs such as Meals on Wheels).

Yes, these sites will be quite different than Sacramento +/-.
