I live in Missoula, MT right now with my fiance and three (big) dogs. We're both in our mid twenties and have been in Missoula for several years and have decided it isn't for us. I've always loved the ocean and would like to live a little closer. It's not a huge deal that the west coast has a cold ocean but I would prefer more sunny days and not overcast all the time. Here are some things we're interested in:
-Summers and winters that are not brutal
-Dog friendly community with parks, good shelters
-I'd like to live near an animal rescue/refuge/rehab as that's the line of work we're aiming towards
-not an outrageously high cost of living
-probably will want to live on the outskirts of a moderately big city
-liberal community
-will need a college nearby maybe
-hiking/recreation


Any suggestions/pros/cons would be appreciated. Even if it's "Washington is not for you!"

There is no area of WA near the ocean that has sunny days, it's rain and overcast 9-10 months of the year most of the state west of the Cascade Mountains. East of them has far more sun but the northern parts get pretty brutal winters. You would probably find the Tri-Cities area to be good weather for you but no ocean, just the Columbia River. Recently there is a boom in wineries, and because property is so much cheaper than Puget Sound they are getting some growth in business.
Other than that, Coos Bay Oregon would be a better match for you, though there are few jobs there.

I'd look north and / or west of Santa Rosa CA.

Maybe you might like a spot near Corvallis, Eugene or Medford OR or Eureka CA depending on how sun-centric you are.

Santa Rosa area has some fog. If you want constant sun all day, move further inland or further south.

Go south to Corvallis. It rains less and Newport is 45 minutes away which is amazing

Hate to break it to you but the entire West side of Washington has overcast almost everyday from October until July. Lived here for 18 years now. If you can deal with that, you will love it here. Lots of hiking, dog parks, etc. But it's not easy to deal with this weather. I'm writing this as its 45 and overcast. Just like it was yesterday, and the day before, and the day before, and...you get the point .

I think that Walla Walla which near the Blue Mountains and the Oregon border would be nice. It gets a lot of sun and has a lot of wineries but it is a little isolated. Washington State University has branch campus in the Tri-cities but I can't remember how the drive is to get there. Walla Walla is maybe 4 to 5 hours from the ocean.

I forgot to add that Oregon has a state income tax which is between 9 and 11% while Washington doesn't have a state income tax. It has a sales tax of about 10%. I think that a income tax has a greater impact on a person if you aren't making money. Oregon is nice but it depends on what you are looking for. I grew in Tacoma but I have lived in the Portland area for about 4 years. Oregon and Washington are similar but they feel different. I can't put finger on it.

People from different parts of the country may not notice this.
