Many years ago a friend and I left the cold, rain and gray of San Francisco to move (or try to move) to the U.S. Virgin islands. Back then, the water bill for rentals was almost as much as the rent! Last night I went to the online newspapers on a whim and saw apartments in the $700 to $1000 range incl power and water. One was on a generator. That's less than I saw 30+ years ago.
Granted, I have no idea what the areas are like, but a couple of them said "quiet". Groceries and everything else can be expensive, and who knows on the health care?, but it was interesting to find that I could afford to rent a place on St Croix and St Thomas. St John probably doesn't have that many rentals because so much is devoted to the National Park. I'd consider St Croix, we didn't much like St Thomas, it was a little run down and had a fair amount of crime.
