1/4 of the value and then divided by 100.

So let's say a house is bought for $400,000 in a place where the property tax rate is $3.00. (I'm using round numbers just to make it easy on me.) Divide $400,000 by 100, so $4000. Take 1/4 of that, so $1000. Now multiply $1000 by the tax rate ($3.00) to come up with annual property taxes of $3000 for a $400,000 house.
