Gotta agree with KathiOH1, you will have to consider the trade-off. That trade off being that generally, rural areas have poorer schools (funding and quality). Areas with good schools will have limited acreage / chickens / goats / pigs / red-bellied llamas, etc.

You might find a pretty good balance in the rural areas immediately surrounding Oak Ridge, like the Hardin Valley. Oak Ridge has pretty good schools because the parents of many of those kids work at Y-12, and they focus heavily on STEM type curricula.
