A little further down Highway 51 from Dyersburg are Ripley, Henning and Covington. Those put you progressively closer to Memphis for when you need amenities from a larger city, but are still pretty rural once you get just outside of town.

Covington and Union City have satellite branches of Baptist Memorial Hospital (which is a large, excellent medical center located in Memphis). Dyersburg has a regional hospital, but I don't know anything about it.

Personally, of all those towns I like Covington best, but then I'm a lifelong city dweller from Memphis...so take that with a grain of salt

You can pretty well throw a dart at a map in NW TN and you will be able to find what you want. Reelfoot Lake is definitely a big fishing area. What type of terrain are you looking for? In general, the terrain gets hiller the farther east you go.
I see this is a 2017 thread. Now that it is 2021 the Hall tax no longer applies. No income tax of any kind. When it was in effect it only applied to investment income, some interest, dividends & capital gains. Never was tax on pensions, social security, etc. Not sure what sales tax may be in effect in NW Tennessee. Depends what the county gets over state sales taxes.

At this time Dyersburg may be the "big city" with access to St Louis via I-155 Mississippi bridge to I-55 and I-57 bridge. Kentucky has been working on I-69 from Fulton to Paducah and Evansville. Connect with I-24 near Paducah then I-64 near Evansville. TN needs to build I-69 south into Memphis someday on to Texas.

For sportsmen not far from Land Between the Lakes. Plenty of boating, hunting, fishing, wildlife watching.

Most of NW Tennessee is in a rural small to tiny "town" region. You would have to explore to see if it has what you are looking for.

The Hall tax was repealed

As far as NW TN, I'd recommend the Dyersburg area, it'll put you close to Reelfoot, but also has good highway connections to Jackson (40mins) and Memphis (90mins) isn't too far away should you need something Dyersburg or Jackson doesn't have
