If you're looking for a lot of fall color right now, you'll find it on Roan Mountain in Carter County. My friend & I left Kingsport yesterday afternoon and we first toured Dave Miller Farmstead, a wonderful place that's part of Roan Mtn. State Park. We then walked around the Rhododendron Gardens & soaked in the views from the Roan High Knob overlook. We later parked at Carver's Gap and traipsed over the balds for some of the world's very best scenery, IMO. And while they can't do justice to what we saw, I've posted 28 photos of our half-day trip in the album linked below.

RE: the foliage in NE Tenn., I would estimate 20-25% of trees between Johnson City & Kingsport (elev. 1200-1500') are showing some hints of color. In Hawkins Co., from 10-20%; Bristol, about 10%; Carter & Washington counties, 15-25%.

Large, mature maples around here are about 50-60% changed and looking more vibrant than I'd expected. Oddly, on the drive to Roan Mtn., we didn't see much more color between 2000-3500' than at lower elevations. In the 3500-5000' range, I would guess that colors are at about 50-60%. Above 5000', probably 80-85% of deciduous trees are either in full display or in various stages of turning...I'd call it near-peak conditions.

At all elevations in NE Tenn., leaf droppage has not been as severe as I'd feared. Considering the extreme drought conditions, I was very pleasantly surprised with the foliage we saw yesterday even though the colors are probably a little more muted than usual.

Yes, based on what I've seen I'd say that colors will peak this week above 5000', while below 2000' it looks while we'll peak near the end of this month (in NE Tenn.).

Glad to share 'em w/ other foliage fans! Most folks who hike the balds (which are only accessible by foot) park at Carver's Gap on the TN/NC border, which is about a 30-mile drive from Elizabethton. Roan High Knob (the highest part of the massif) is about a 3-mile drive from Carver's Gap.
