I know this is a Syracuse construction question, but what ever happened to those LEED certified homes proposed for Comstock Avenue and E. Colvin Street (or slightly south of there?). I remember there was a lot of neighborhood opposition.

Not entirely certain but I think it eventually did pass. Not sure if construction's started but seem to remember some clearing going on last time I drove near there.
Does anyone know what is going on with the Sibley Building redevelopment plan? That project received funding late last year and the developer (the same one spearheading the Xavier Woods project) was supposed to evaluate the structural integrity of the parking garage but pledged to move forward nonetheless. No abatements or other tax incentives have been requested which leads me to believe the project is either stalled or delayed.
It would have been a major boost to perceptions of downtown if work on the Sibley Building was already underway once construction of the Pike Block commenced. According to a report in the Rochester Democrat & Chronicle, King Cuomo will be touring the 10 regions of NYS in his Pope mobile to witness the transformation occurring. Last year, Cuomo, Mahoney, Miner and Cantor took the governor on a CENTRO bus tour of downtown, University Hill and the Near West Side. At that time there was a relative flurry of activity underway with projects including WCNY-TV, Biotech Center, Residence Inn/Courtyard hotels, Pike Block, and Merchants Commons. Most of these projects have since wrapped up with the notable exception of the Cancer Center which did not receive a grant from NYS (even though SUNY Upstate is a state facility). Dormitories at SU/ESF and the new law school building are not catalytic or indicative of a wide ranging renaissance occurring in Syracuse. Loguen's Crossing remains a mess, the Center of Excellence is still mostly vacant, and the Inner Harbor looks like the millions in state funding already approved have not been put to use.
This will be a big contrast to the sights Cuomo will be seeing in Buffalo with the Medical Corridor and major downtown projects underway in that city.
