The more difficult position to elucidate will be that of Mr. Smiley. He's a slick one y'know, already crunching the numbers like a reptile. And he wants tiny Rhode Island in his rear view mirror....like.....yesterday. Does he cave to Black Loudmouths Mustering and risk law and order support, or pursue his stated course and risk Loony support. I'd trust this guy about as far as I could throw an ATV.
The mayor faces almost unanimous opposition from his left in the city council. Term limits have left the new council entirely changed from the seasoned one Elorza dealt with. But, as you derisibly mention, Smiley's slick. This will be a first test of leadership. With the exception of Cicilline, the Providence mayoralty is where political dreams go to die.

I'll make my prediction. He caves. A Democrat in 2023 can only get so far without Loony. Still, he's got his finger in the wind, and he doesn't want to be rubbing elbows with Miss Lori in the bread line. Tough call, good thing he's got "Gina" on speed dial.

Have you forgotten Mayor Cianci's decision to forgo the United States Senate. A decision he ultimately regretted. I liked John Chaffee. Had a short walk and talk with him once. Just the two of us. Security at arms length. He was a U.S. senator after all.

Senator Chaffee was mayor of Warwick. Nice fellow. Mayor Cianci, perhaps the best mayor Providence ever had, was much more revered in Providence (until he wasn't) than elsewhere in RI.

Convicted criminals have far less support outside Providence. Cianci once ran for statewide office before most of his issues with the law and got drubbed getting just 26% of the vote as a Republican in a 1980 governor's race against incumbent Joe Garrahy.
Folks tolerate colorful mayors far more easily than their senators.
