When I've seen that (in California and Nevada) it's been because the car won't pass smog, they usually don't have the money to remedy that so they sort of move it around and play muscial cars to try to keep it from being towed

It will cost more to get an older car smog tested as I overheard a conversation today between the customer and smog station. $99.00 + $8.00 certificate for a 1983 vehicle. If they fail they will still have to pay the $99.00 smog fee.

I paid 49.95 + $8.00 today for certificate and passed but I have a newer vehicle than 1983.

Before they used different methods to test an older vehicle and it was more difficult to pass the smog test.
I personally remember this when my older vehicle didn't pass and ended up spending $400 to $1,200+ every 2 years.
