Does the City of Raleigh Plumbing Code require that joints between fiberglass bathtubs and surrounds be caulked? (some tubs are labeled "no caulking."

We have one that is caulked and are unable to control the mildew and the caulk joints. Suggestions?

Look at the picture.
Substitute "surround" for the tile shown.

If the tub and surround are installed correctly...
a bead of well placed caulk at the bottom/joint shouldn't be a problem.

Default Old school - NEVER caulk at the bottom

The bottom is left open so that any water that passes through the joints between the tiles or tub surround panels (which should never happen, but still....) can flow down the surface of the water resistant/water proof materials behind the tile or surround and re-enter the tub for drainage.

This is why bath tubs were always made with a upward vertical lip on the outer edge. The water resistant/water proof wall materials behind the tile or surround were placed over (not behind) this edge if installed correctly.

Newer materials and newer designs may have changed this technique and requirement, but it explains why codes say not to caulk.
