How does this affect Black and Hispanic people but not Whites ?

I guess because blacks and hispanics live in old areas that were built when lead pipes were still used. Whites and Asians live in new areas that were built after lead pipes were banned. Seems to be the logic they're using.

There are Whites still there today. Why are they excluded ?
This lead pipe issue isn't new and isn't confined to minority neighborhoods.
It comes across as if only Blacks and Hispanics are drinking water laced with lead and Whites aren't.

Beyond that, not surprisingly, your outrage completely ignores the potential health benefits and related cost savings that would occur by removing the lead pipes.

Well if it only costs $56 billion why didn't the Infrastructure bill pay for it ?
That bill only allocated $15 billion for this effort yet gave Ukraine $47 billion to fight covid.
