Could the grounding of planes have been planned, to take the spotlight off Crazy Joe, and the classified docs. I wouldn`t put it pass the dems to do something like that.

I don't see how the Notams system being dow would cancel/delay a flight. You can get Notams from the Control Tower. They are listed locally on the ATIS (airport weather and Notam broadcast) anyway.
Well where do you think the control tower gets their NOTAMs from? It's THAT system that was down. That system is also public/pilot-facing.
