I strongly suspect that the way my landlord is billing me for utilities is illegal. I have spent hours Googling and looking for exact the Pittsburgh, Allegheny County, or Pennsylvania law codes that deal with this matter but have found nothing useful. The best I can find are laws stating that the landlord has to provide me with water and heat but nowhere can I find anything about how these utilities can be legally billed to the tenant.

I do not wish to elaborate on my landlord dispute any further.

I am reluctant to hire a lawyer at this point because it would likely cost me more to fight this with a lawyer than what I'm presently paying.

All I'm looking for is for someone to please direct me to where I can find more information regarding landlords, utilities, and billing. Again, I've already tried searching for this on Google without luck and don't know where else to look. Any advice would be greatly appreciated.

You can be vague enough for someone on here to help you by understanding your situation. Basically long story short is if you it's in your lease and you signed it that's the way it is unless you want to pay huge bucks for a lawyer.

Not if it is something that goes against PA's Landlord Tenant Act, which isn't really that strong for tenants, I think.

Depending on the situation perhaps, but even then a lawyer may need to get involved. We need to know more info from the OP to see if a utilities problem would be pertinent enough to go against the Act.

If I'm moving out and my lease isn't up yet do I have to keep the utilities on? It does state in my lease that I have to keep the heat on a minimum of 55. But, I'm going to be moving out of state and am still paying the rent. I do not know if they are going to raise the heat after I'm gone.

Yes. Bad things happen to places without utilities, especially in winter. To take the worst case, a frozen pipe bursting could very easily cause tens of thousands of dollars worth of damage, which would be on you if you didn't keep the heat up.
