It depends on how you define "better".

If you mean in terms of overall artistry, and of getting the best possible results from the equipment being used, then yes, a professional using a phone camera will take better shots than anyone you so dismissively characterize as "someone who would ask such a question".

But if you mean creating a satisfyingly detailed and accurate image of the subject, of the kind that shows you interesting details that your eyes missed, then a beginning photographer with a crop sensor DSLR on auto will take a better photo than the most talented photographer using a phone canera.
