Interesting that they seem to only be concerned about the animal's feelings but not about the fact that a dog that's pent up all the time is more likely to go ballistic and attack an innocent person who is walking by minding their own business than a dog who gets walked, which provides an outlet for their pent up energy/aggression.
I'm betting the enforcement would be slapped on someone on top of other charges, like if someone got attacked by their unruly dog and it was discovered that they never walked it.

Really shady. I think there’s certainly an ethical duty to take care of an animal you’ve chosen to take care of. But seriously, is the government going to surveil every suspected dog owners home to see if they’re walking them every day? Recruit neighbors as informants? Talk about cultivating an environment of fear and distrust

I don't think anyone expects the govt to surveil dog owners. But if someone is mistreating their dog it gives the govt something to enforce. Otherwise you call and they can't do anything.

Most legislatrion is designed to stop cruelty and to promote animal welfare.
It would only extreme cases that warrant prosecution in the courts.
The UK has had an Animal Welfare Act since 2006 and the maximum sentence by the Court is five years in prison, an unlimited fine and a lifetime ban on keeping animals. The RSPCA has a 24 hour cruelty hot line, and police will escort inspectors when necessary.
There are also laws relating to controlling your dog in public.
You can get an unlimited fine or be sent to prison for up to 6 months (or both) if your dog is dangerously out of control. You may not be allowed to own a dog in the future and your dog may be destroyed.
If you let your dog injure someone you can be sent to prison for up to 5 years or fined (or both). If you deliberately use your dog to injure someone you could be charged with ‘malicious wounding’.
If you allow your dog to kill someone you can be sent to prison for up to 14 years or get an unlimited fine (or both).
If you allow your dog to injure an assistance dog (for example a guide dog) you can be sent to prison for up to 3 years (now 5 years) or fined (or both).
If you don't clean up after your dog fouls in a public area then you can be given an £80 on the spot fine, although you can appeal this and even go to the Magistrates Court, the only problem being the Magistrates can impose a £1000 fine.

Most dogs would not "go ballistic and attack an innocent person" just because the dog has not had enough exercise. Some dogs, say a ten-month-old Labrador, might attempt to jump on a bystander, but out of excitement and friendliness, trying to greet rather than trying to bite (some Labs will do that anyway, regardless of how much exercise they've had, they're very friendly dogs and a responsible owner must teach them early not to jump on anyone). Or a dog might run around a bystander, or bark, out of excitement. But if a dog that's been kept indoors for an extended period tries to bite an innocent bystander, there's something seriously wrong with the dog's temperament.
