Just work schedules and time at home. Once our little one is up game over. Should get an extra 4 hrs next Fall. That can change with the second addition.
It sounds like a family round table, assigned daily tasks and weekend clean up. You will not get anything done and move the clutter to a house to accumulate more of it.
Try to set up each of the bedroom as self contained living spaces. When I was living with 2 other adults in a 3 bedroom house just putting a chair and possible a desk (or laptop pillow) in the bedrooms gave us all the privacy we needed without tripping over each other in the common areas. A small tv is helpful in some cases. Be extremely picky about the kid stuff, they really don't need a ton of toys and have storage boxes to put them all in. Make sure everyone takes their stuff back to their bedrooms at the end of the day so dining and living areas don't become cluttered. I like your ideas to clean and declutter but with 3 adults, 2 kids, and 3 pets you've guaranteed yourselves a constant struggle to stay on top of things. It's just the natural consequences of the decisions we all make.
