I have a 4-year old boy. His favorite toys right now are small dinosaur figures, which you can buy in a plastic jug at someplace like Target/Walmart for about $10, and Transformer action figures - Bumblebee, Optimus Prime, etc. He also likes matchbox cars and trucks. A remote control anything (car, truck, helicopter) is always a big hit. He likes stickers, a Dinosaur sticker book would be appreciated.
He has a Playdough set where the molds make various trucks or cars, and then you "drive" them into the Transformer machine, press a lever, and out pops a robot. He plays with that several times a week.
He has a subscription to Ranger Rick Junior, a monthly nature magazine, and he likes that a lot, too. We read them over and over. I think an annual subscription is in your price range.
I would get a Spider Man sheet cake from Target , and then buy a few matchbox Monster Truckers myself, and set them on top. Boom. Done!

I have twin boys...now just turned 6.... and for a 4 yr old can't go wrong with most any toy or book. Even with an IPad, there is bedtime story time. Books, coloring/sticker books are great....
