It's pretty much the philosophy of what the final evolution will be. It also assumes that humans can evolve to be different from what our disgusting species is now, with an emphasis on the use of advanced technology.

Technically, it has nothing to do with politics, unless humans have a nuclear war and kill everything on the planet, then we'd know the final evolution, if that were the discussed future of humanity.
