I would add, however, there would be less need for subsidized housing if zoning laws and other red tape didn't make it so difficult to build new housing in the first place. This may not be a big issue in ND, but certainly on the West Coast and the metros of the NE, it's a big reason why housing in those areas is so expensive.

For more than 2 decades I heard and saw lots of talk and hand wringing about the plight of the poor and the working class and housing being unaffordable, but precious little action.
