Because budget is the only thing that NYS legislators *MUST* do each session. Apparently highest paid state legislators in nation are incapable of doing more than the budget in each session.

Above plus since it's the only thing that must happen each year every crackpot, looney, or whatever scheme that has *NOTHING* to do with fiscal matters ends up in budget anyway.

It doesn't help that budget is basically "three men in a room" who cook up the thing, then it's presented to members who must vote on something without knowing full details of what's in it. As the Pelosi woman famously said "we have to pass it to see what's in it"...

Several weeks or months after budget is passed and details made known all sorts of whacky stuff is revealed. All Albany can say for itself is "gee, wonder how that got in there?".

Of course once something is made law in NYS via budget that's it; it's never repealed or changed.

Shoving stuff into budget allows legislators to get their pet schemes and projects into law. This even as it holds up entire process and is primary reason why NYS fails year after year to produce a budget on time.

This whole hot mess could be avoided by moving budget deadline to 1 July in common with most other states. Since taxes are not due until 15 April it makes more sense to wait three months to see what money actually flowed into the kitty. But no, NYS legislators pass a budget on forecasted revenues. If that money does not appear then there are problems.

At least when GOP held senate there was some sort of sanity. Now with one party rule it's off to the races.

Il Duce (Andrew Cuomo) to his credit was able to clamp down on some of the progressive, socialist, liberal democrat madness. That's why knives came out and he had to go.....

Only way things will change in Albany is if people vote. Good luck with that.

Both for local and state elections NY has some of the highest levels of voter apathy in USA. People moan, whine, cry, bellyache 364 days of year; but on the one day can make a difference they have better things to do.

Voter turnout is dismal at best on the local level.
