Charge everyone for a permit,license,registration, parking,crossing bridges, plenty cameras,handing out tickets...........money...money... money.......
Because bikes are very popular in Northern Europe, especially places like the Netherlands. They tend to use bikes, not e-bikes.
There you go, you get it. The pictures are of Copenhagen and I picked it because it's the one I'm most familiar with among northern European cities, it's generally considered a very nice city in what's generally *not* considered a third world country and it's also among the most two-wheeled city in the world for modal share with the majority commuting via bikes of some kind along with many other European cities. You're right that they tend to use bikes though the last couple years, but e-bikes and the like are gaining with something like 1 out 12 households in Denmark having an e-bike though I've been told that's been changing rapidly since the pandemic as e-bikes have supposedly been growing massively in popularity and there are often long waits to purchase them now. I'm guessing this is probably similar for the many European cities in developed countries that have focused on their bicycle infrastrucutre.
Japan's major cities also have a fairly large modal share of biking and have wonderful biking infrastructure. The interesting thing in that region is that China, once sometimes called the bicycle kingdom, has seen bike modal share in its cities drop quite a bit from the past as people have often moved to mass transit and cars for various reasons. The drops have stabilized somewhat over the years, but it's definitely at a low point and I reckon it won't really go back up much until the air quality improves and the infrastructure catches up to the urban population explosion.
E-scooters and bikes are gonna bring more fatalities in NYC. Go to any European countries. Where are the potholes? On heavy bike friendly cities their pavement is so good and the designs are so well laid out.
Except for Asia, if you can bike in Asia then NYC is nothing. I was walking in Hong Kong there's no way I would bike there. The taxis and bikers there are insane.
