rahway, linden and union are neither cheap per se nor predominately white. Each are racially and socio-economically diverse--but pretty darn middle class and not poor by any stretch. Just because they aren't as high income as their neighbors in westfield, millburn, etc doesn't make them poor.
. . . Keyport, Keansburg, Lawrence Harbor, Hazlet, Matawan, South River. . .All these towns can be considered Blue Collar/White/Low Income.
I lived in Middletown for nearly 15 years, and I can tell you that Monmouth County became a Lot more expensive in the last 10 years.
Because of the Bayshore's proximity to NYC, it is far from cheap. The only two towns of those listed above that I would consider to be truly Lower Income would be South River and Keansburg. (OK, S.River is in Middlesex County, I am aware of that.)
Last time I browsed the classifieds, there were 2 bedroom apartments in Keansburg listing for $1000/month. (Keansburg!)
Hazlet is actually Middle Income, and Keyport and Matawan are more of the same. There may be a blue collar influence there, but I wouldn't call any of those towns Lower Income. (I haven't looked up any of stats, so feel free to correct me if I'm wrong.)
I would call Laurence Harbor a working class area, not necessarily poor. I guess when I think Poor, I think Poverty Line, and lots of public assistance.
