Twice exceptional kids - best NJ public high schools? (Union: school districts, colleges)

based on the list of diagnoses you provided, I would do something counter-intuitive for the overall betterment of the child. Specifically, I would eschew the classic "high-level" public districts (Millburn, Westfield, Bergen County, etc) and instead opt for a more outdoor-oriented community with schools that may be "less competitive".
In those aforementioned high-level districts, literally hundreds of kids are stressing themselves out, competing against each other, chasing grades and doing activities they may not intrinsically care about, all to pad a future college app. Mental health issues are sky high in youth today; these pressurized school districts do not help matters. Plus, when college comes around, it's A LOT harder for a student from say Millburn (insert any other high ranked public HS) to get into the elite colleges because so many kids from those high schools apply to the elite colleges. Geographic diversity helps when it comes to college admittance.
Of course I'm inferring a lot based on your post, but I would chose a more laid-back area; being outside can organically aid anxiety and adhd. Try Monmouth County school districts, for example. Get a good education, but also be close to great park system and the Shore.
If you do want your child to be "with the best", many counties have excellent magnet technical schools that are super highly ranked. Union County Magnet HS, for instance, I believe is ranked among the top HS in the nation. But many NJ counties have similarly regarded magnet high schools that are free.
