Biking in New Jersey, Bridges and Tunnels, Commuting, Commuter Information
Outerbridge Crossing has no walkway.

Try NJ Transits' Trip Planner at New Jersey Transit
Perhaps there is a bus.

Swim.

Or take NJTransit from Perth Amboy to New York Penn Station, Take the 1 subway from Penn Station to South Ferry, take the Staten Island Ferry to Staten Island, take SIRR to Tottenville. One-way trip should take about 4 hours.

I've seen Woodbridge Checker Taxi cabs all over the area, not sure if they go onto the island though.

Isn't it actually crazy to think how that is the easiest way to get from NJ to Staten Island using mass transit? Especially considering how close NJ and SI are? I think it's nuts that it would take that long. I live less than 10 miles from SI but, like you said, it would take at least 2 hours to get there using mass transit, depending on my final destination on the island.

The new Goethals Bridge will have a pedestrian walkway. Should be ready in 2017.
