meh, Midwest could be anywhere from Louisville to Minot, Cleveland to Kansas City. Minnesota will be mostly sunny with a few nights below zero and it will be the third straight winter that snow-blowers will not be needed or sold.

Is there ever a winter in which the temperatures don't 'plummet to minus 30 F at times in the Dakotas' at times?

And as for 'temperatures sinking to subzero levels on a regular basis'? The average January low for Grand Forks is -3 F. For Fargo, it's 0 F. For Bismarck, it's 2 F. And given the fairly wide deviation from the mean of mid-continental climates, in a normal winter there are below zero temperatures on a regular basis in the northern plains.

They're describing a normal winter.

Correct, a cold winter for the Dakotas would be lows well below -40F without wind chill. -30F to -40F is supposed to happen every winter there.

Take Accuweather's winter forecasts with a big grain of salt. They haven't been terribly accurate.

You can't rely on forecasts a week out. I'm sure not going to get my undies in a bunch because of unsubstantiated speculations that far in the future.

Since moving to Duluth, I have learned that forecasts up here are only half right at best. So many days have rained when supposed to be sunny and sunny when supposed to rain. I reckon the forecast of little snow and cold will probably mean TONS of snow and normal temperatures. Who knows what Lake Superior will spit at us?...
