My husband has been using this map app. You can download maps, most are free. It uses a GPS locator rather than data..if I'm explaining correctly. I don't have any data on my phone but it works as a GPS with this app, which is free.
My husband uses it for the Three Rivers bike trails maps.

...need to add. The GPS shows where you are on the map and has a compass too. You can download only the maps you are interested in, by section. You won't get the whole Three Rivers District bike maps or Hennepin County maps, just pick and chose which sections you want.
