Working from home has become more popular as a result of Covid, but I wasn't sure if it's just a ghost town during working hours comparing to pre-Covid times. Honestly, I'd only think it's worth visiting if pretty vibrant and dominated by normal people.
I Googled some restaurants I liked visiting there, and it looks as if they still open and close at the normal times. Although, I just found out Panera Bread is permanently closed.

I work downtown 5 days a week now.

I would say during the day it's around 50% of what it would have been pre-COVID. The skyways are pretty quiet though, maybe about 1/3 of the little stores/restaurants are open and most close by 2.

Around Target is still a problem area. Target itself has a lot more security and there is usually at least one cop car out front. Despite that, you can regularly see drug use, people passed out, public urination, etc.

After 6 PM or so, it does become eerily empty.

Although the office hours work scene, retail, dining and nightlife are all significantly reduced from pre-COVID, there continues to be construction projects of residential and mixed use towers which are further expanding the residential footprint in downtown. There are several in progress as we speak, including 11 on the River which is 42 stories tall.

But don't Twins games still help with street activity and restaurants somewhat, especially if it's a sleepy Sunday afternoon game?

Yet, I follow MLB attendance, and it seems attendance is waaaay down this baseball season in most if not all cities, so with a struggling Twins team, I guess it's a bit quieter around Target Field than better attended seasons.
