Noticed this mironing before running out for Christmas that one of my exterior faucets had a small icicle forming at the spout.

The interior shutoff valve has been turned off, so I am assuming there's a slight leak somewhere.

Anyways, I'm concerned about this and was curious from
other people's experience with a similar situation what to do?

Is this immediate and can it be fixed in the wintertime?

When you closed the interior valve, do you open the exterior? If not, water can be trapped between the two valves and then freeze/thaw. Open the outside valve and hopefully it will just drip out. If you have a leaky interior valve, it can be replaced in the winter.
