Are you talking about the Sugar Island off of Grosse Ile or the one by Sault St. Marie?

The one by Grosse Ile looks uninhabited and the one by SSM appears to be an Indian Reservation.

The one by Grosse Ile is a nature preserve of some kind. I think you are not even allowed on it anymore. There are ruins of an old amusement park out there, it is pretty cool. If you wanted to live there, you would need to either camp out in secret or find a way to buy the island from the government.
