While I do not love Whittier, we are 20th for road condition (23 - 28 in some analysis) you are looking at "infrastructure" which they based on access to internet, green power initiatives and road and bridge condition.
Further the cited study ranked California number 2 for business environment. At which time I realized that this is a joke and stopped looking at the rest of it.
