I support this. I think it would make the dated & overpriced hotels/motels step up their game similar to the effect Margaritaville had on Hollywood, FL and the Broadwalk.

It would have been nice if the writer had expanded on what the overlay district means. Is it height? Design? What exactly?

Step up their game how? One advantage Ocean City has now is that, generally, it's affordable for average people. Take that away and it becomes another Nag's Head or Tybee Island where only the rich and important can go.

Here's what I found on "overlay" from page 27 of this document https://oceancitymd.gov/pdf/Chapter3.pdf

...The function of an overlay district is an offering of certain incentives to
developers of unique properties in exchange for the recognition of public needs
in the development of those properties.

Incentives could be in the form of increased density, increased height, or parking bonuses.

For example, it is envisioned that a “planned overlay” on a property whose underlying zoning
would permit medium density residential development would entitle that
property to increase its density to that of the General Residential District in
exchange for concessions such as increased landscaping, a design review
process, or other items of public benefit.
