If you are currently working you can't collect in theory.
It could be some are illegally collecting.

Does otherwise is scamming the state and federal gov't.
Are there persons scamming the state of Maryland?

No, It's added to unemployment insurance if you qualify for unemployment insurance to begin with.

What would make you think you get this if you are not unemployed?

A young Engineer I know was laid off two weeks ago, and he gets it. He did lose his job!
